Weird pronunciation

A new child started in my class and his name is Fraser. Pronounced Frazer like razor according to mom. Why? Or couldn't she have just spelled it Frazer so we wouldn't be so confused?

I grew up in BC near the Fraser River, and the Alex Fraser bridge. It's always been pronounced rhyming with "razor" where I lived.
