I have some acquaintances from Argentina that look white as can be (as do a lot of people there). So maybe it's a family/cultural name. But it does seem very weird if it isn't.
That's a name that's been around for ages. I had a friend in jr. high who was named "Concepcion" and everyone called her "Connie". She was blond and blue eyes, but very much a Latina girl. So it's not uncommon for that name to appear.
Concepcion is a common name for Spaniards and Hispanics. It refers tot he Holy Conception of Christ and well it's viewed as a rather beautiful name by most spanish speakers because of its significance.
Also, as some mentioned already people from latin america/Spain look white too =) Just as an informative thing though, don't feel hanged up on but it's a common misconception that hispanics all look a certain way. My Colombian/Venezuelan sister (no ties to Spain for at least 4 generations and proud descendants of a black grandfather) is mistaken for a french woman often with her dark hair but MILKY white skin, freckles and green eyes. She doesn't even fit the 'hispanic' body stereotype with very narrow hips.
