Since most Phillips I know go by Phil, whenever I heard 'Phillip', I think someone is scolding him. Like his mother is yelling at him, "Phillip!" I don't really like either, but I would go with Phil over Phillip.
I understand how he'd like his complete name better at a later stage in life, so I think if he likes it now, he should go by Phillip. Phil sounds clearly as a nickname, so I think Phillip will sound more formal.
