I think it should be pronounced kie-rah, although my friend named her daughter this and says it kee-rah. Doesn't make sense to me.

I don't understand how a Y can make an EE sound. You can't just arbitrarily decide to make up your own phonetic rules. (This is not directed at you, but I've seen lots of misspelled names with Y's that were supposed to sound like EE. It makes no sense.)
