I would actually think it was instead of Haleh, because I don't know anybody who would look at 'lei' and pronounce it as 'lee'.

I do, actually. I know that when it comes to a Hawaiian lei, it's pronounced "lay", but in names I see lei and thing "lee".

I'm assuming that it's short for Haleiwa, on the North Shore of Hawaii. My cousin's dog is named that (pronounced like Halley-ava) and they call her Halei (pronounced Halley as in Halle Berry) for short. I think it's kinda cute.
