searching 'popular names by birth year' here http://www.ssa.gov/OACT/babynames/ will give you the top 1000 names 2008 in the usa, assuming that's what you're looking for.

Are you talking about baby names not in the top 1000? If so, as far as I know, the SSA doesn't post them due to privacy concerns.

wow really? Why not? They aren't posting names/addresses/ss#. How come it's not a privacy concern for the top 1000?

This is what their website says:

1. If we were to provide more than the top 1000 names, these names would be less popular and hence the number born in a particular year might be very small. We need to be sensitive to privacy issues, and so we can not include names with only a few occurrences. Thus we limit our national lists of names by sex and year of birth to the top 1000 names. Similarly, we limit our state lists to the top 100 names.

2. If we could expand our data to, say, the top 2000 or more names, the performance of our internet servers would degrade to the point where many people would be unable to access our our data. Even with our 1000 name limit, you may have experienced slow responses.

My guess would be that there are so few people with the names not in the top 1000 that they'd be easy to find/identify.
