I think it should be spelled differently to get that pronunciation. It just looks like someone spelled Sara wrong.

If you didn't clarify that it was pronounced Sigh-ruh, I'd pronounce it the same as Sarah.

I'm not that big a fan of Saira, but it's not as bad as a lot of names I've heard!
