Because it isn't a name. Any more than Apple or Chlamydia are. Doesn't stop people from naming their child that.

I named my puppy Draco..but er I wouldn't name my child. It's not that I don't actually like the name (because Draco has an intriguing sound to it) but I can't seperate from HP. Likewise, I would never name my child Scarlett for the same reason.

I like Dragan, I've heard before in an italian movie (Provincia Meccanica).
His character is a redhead from the Czech Republic, so I guess it's a legit name over there. I remember instantly liking it during the movie.
I just don't like that it's shorten to Drag, in english.

They all sound like pet names. Or names that should stay in ancient civilizations. >>;; rofl.

Except for Dimitri, Drake, and... yeah, that's it.

Most of those (all the "drag-" and "drah-" are legit names that are very common in Eastern Europe, mainly in Slavic countries. I know quite a few Dragans, Dragomirs and Dimitri's!
