Soundwise, I guess Josephine. As for meaning, I couldn't tell you. I'd look it up, but I'm on my way to bed. Maybe in the AM if no one responds...but someone probably will :)
um, josephine or josie... josiah means fire of the lord (according to babynamesworld.com), and i didnt see anything that exactly matched that. i'm going to bed but will search more when i wake up if no one else does. :)
There's no actual feminine form of the Hebrew name Josiah (Yoshiyahu, a "good king" famous for his religious reforms, which basically means killing tons of people and destroying lots of sanctuaries - but I'm sure you know the story).
The Hebrew Yoshiyahu actually means something like "supported of the Lord." I don't think Hebrew names normally have f/m equivalents.
Like someone said, the closest sound-wise would be Josephine, but the name Joseph comes from a totally different root in Hebrew and has no relation to Josiah, if that matters to you.
If you like names with a similar biblical "feel" there are lots of lovely women's names... Judith, Ruth, Esther, Rachel, Leah, Deborah, Hannah, Susannah... I'm drawing a blank but there are lots!
If you go with the 'fire of God, light of God' meaning, then names like Nura (light, light of God) or Noor (light of womanhood) are similar in intention at least. Margaret, Eileen, Eleanor and many other names mean 'light'.
I justed checked my Heb lexicon (I am such a procrastinator...) and according to everything I've seen the name Josiah comes from the root "to support" - so it means something "the Lord supports."
Fire has a similar root, but that's not the origin of the name, as far as all my sources say :)

adding to this is moriah or micaiah, which both have a similar ending as josiah.
