Keegan is definitely a boy's name. Keegan, Tegan, etc. are all way too masculine for girls, even though people keep using them as such.

I've seen Keegan a lot recently.

I think of it as a surname tbh. The first thing that comes to my mind when hearing it is Kevin Keegan (football manager), which in turn reminds me of the mullet he had in the 80's.
