I like Liv as a nicname for Olivia or Lavinia. Liv on itsown seems a little short for my liking. Noé pronounced- no-ay? never heard of it before but yes it is pretty. The name written down looks gorgeous.
Yes it's pronounced no-ay! & About the nickname thing...I agree that it's short, but here we really don't have that nickname thing going on (it's very common to give babies short names) =)
Interesting...I heard girls called Noé before! Not many though. As for the accents; I don't think that is a problem for anyone. Written accents are fairly common here, especially on names like Chloe or Ariel, otherwise they'd be pronounced wrongly (here, those would be written like Chloé and Ariël).
Liv is a very common name here, especially in combination with another name, I've barely heard of the name Noé before, but I think it's pretty when you put them together. Here, a child with that name would probably run into some problems for it, and there's no way I'd name any child of mine that, but I still think it's pretty. Besides, not everybody lives here : )

Plus, I don't know how you feel about written accents (é) in the dutch language.
