I have a friend whose son is named Cesar, and I like it. They're Puerto Rican and apparently the no-a spelling is somewhat common in Spanish-speaking countries.
You've never heard the name Ceasar before?? Wow. Maybe because it's really common we're I'm from. I live wayy down in SoCal. So we're all pretty much mexican down here..but yeh. I don't really like the name anyways. Too blah. :]
