I wouldn't use it as a first name. Only a certain kind of person could pull it off... what if your daughter wasn't that type of person? There are plenty of unusual, cool, but easier to bear names. And if it was a middle name she could still go by it, but have a more formal name to fall back on, or fall back on if she wasn't a Tempest.
Plus it reminds me of tempestuous, which reminds me how much I hate it when people give kids trait names, like Serenity, or Charity. It somehow seems begging for them to be nothing near serene, you know what I mean? Except with Tempest it'd be the opposite. You could always use Miranda or Arielle.
